Who we are

The Eastern Province Jurisdictional Sustainable Landscape Programme (EPJSLP) is a Results-Based Climate Finance (RBCF) follow up programme to the Zambia Integrated Forest Landscape Project (ZIFLP), an initiative supported by Government with funding from the Biocarbon Fund (BIOCF), Global Environment Facility (GEF) and International Development Association (IDA). The government developed the EPJSLP as a programmatic umbrella for climate-positive interventions. The Programme is Jurisdictional in terms of approach and performance-based in nature.  The EP-JSLP’s aim is to promote Greenhouse Gas (GHG) emissions reduction or removal from the land sector, while simultaneously improving rural livelihoods including wildlife conservation and habitat management. The EP-JSLP envisages to achieve emission reductions by promoting interventions that prevent deforestation and forest degradation as well as reducing emissions from agriculture. This includes improved land-use planning, Climate Smart Agriculture (CSA) development, Sustainable Forest Management, rural energy generation, and Laws and Policies that protect Forests and Wildlife.

The EP-JSLP is located in the Eastern Province of Zambia and covers an area of 5,097,587 hectares. At the time of its design, the Programme was to operate in fourteen (14) of the fifteen (15) districts of the province. By then, Chama District was still under Muchinga Province and was only recently reverted to the Eastern Province following a delimitation exercise undertaken by the Government. However, following the declaration of effectiveness and subsequent launch of the Project, the process to include Chama in the ER Program were initiated as part of the improvement plan. This process entails recalculating the GHG baseline for the Programme as well as putting in place the various coordination structures for effective project implementation. The 14 districts of the province include: Chipata – the provincial capital, Nyimba, Petauke, Sinda, Katete, Lundazi; Mambwe, Chadiza, Vubwi, Kasenengwa, Chipangali, Lumezi, Chasefu and Lusangazi. The province has a total of 57 Chiefdoms.

Our Objectives

Project Development Objective

The Project Development Objective of the Eastern Province Jurisdictional Sustainable Landscape Program is to generate payments to the Program Entity for measured, reported, and verified Emission Reductions (ERs) and to distribute the payments according to an agreed Benefit Sharing Plan (BSP). Emissions reduction will be achieved through improved capacity to implement sustainable land management practices and livelihood low carbon investments in sustainable forest management and CSA, leading to reduced deforestation and forest degradation, enhancement of forest carbon stocks (REDD+), and carbon sequestration in agricultural soils. The Program will reward community efforts to reduce approximately three million tons of CO2 equivalent between 2024 and 2029.

The achievement of the PDO will be measured through the following indicators:

  • Volume of CO2e Emission Reductions that have been measured and reported by the Program Entity, and verified by a Third Party (tCO2e)
  • Measurement, reporting and verification (MRV) systems set up and functional for all relevant land-use sectors (forest degradation, and land-use change) (Yes/No)
  • Emission Reductions payments distributed in accordance with agreed Benefit Sharing Plan (Yes/No)

Emission Reductions payments distributed in accordance with agreed Benefit Sharing Plan. This component will finance the purchase of ERCs coming from the sound management of landscape and the distribution of net revenues according to the BSP. The component is divided into two subcomponents namely; Payment for Emission Reduction Credits and Distribution of payments per BSP.

Strengthening institutions and governance for Sustainable Land Management. This component is enhancing local community involvement in sustainable land management and ecosystem restoration, climate resilience and mitigation within the jurisdictional program, ensuring the generation of ERs to be paid for under Component 1. The suite of activities aims to scale up livelihood and low carbon investments, enhance technical abilities, foster social cohesion, promote inclusiveness of women across all initiative aspects, and reinforce a people-led approach to sustainable land management. This strategic component is crucial, as citizen participation is key to generating ERs and achieving the PDO. The component has the following subcomponents or key focus areas; collaborative platforms for public and private sectors, technical capacity for CSA and Forest Management, biodiversity approaches, and fostering women participation in sustainable land management.

Program Management. Component 3 aims to establish and develop the management functions required for the program’s success. The funding covers the costs of hiring consultants for the PIU and other operating expenses related to program The component is also financing expenses related to monitoring and evaluation, communication, and knowledge management, setting the program up to be self-sustaining and a model for future sustainability initiatives. Operating costs include expenses associated with standard administrative activities such as budgeting and planning, procurement, and financial management, as well as environmental risks management and coordination meetings. The component also finances expenses related to impact assessment, midterm review, and project completion evaluations.

The EPJSLP has a staff establishment of 10 with Program Officers based in the districts where the project operates. These staff closely plan and implement activities together with the community members. The EPJSLP PIU is well-structured with a Coordinator, Accountant and his Assistant, M&E Specialist, Environmental and Social Inclusion Officer, IT Specialist, Communications Officer, MRV and Program Officers. Program Officers have technical skills in planning, agriculture, forestry, and are available to ensure well implemented projects with engagement of all community stakeholders including traditional leaders, Government and other community-based organisations.
