Strengthening Local Leadership for Climate Action in Chipangali

The Eastern Province Jurisdictional Sustainable Landscape Programme-EP-JSLP has made significant progress in reinforcing chiefdom-level governance structures to support emissions reduction efforts.
Following a successful community sensitisation process, elections for the Community Emissions Reduction Coordination Committee-CERCC were conducted, and the newly elected members were formally presented to His Royal Highness Chief Mshawa of the Ngoni people in Chipangali District.
The Chief officially endorsed the committee in alignment with customary governance systems, by signing Endorsement Plan Performance Agreement affirming its legitimacy and readiness to drive programme implementation.

He emphasized the importance of teamwork and inclusive engagement, urging the committee to actively consult headmen and headwomen across the chiefdom.
The traditional leader also reaffirmed his commitment to supporting the EP-JSLP’s success.
This milestone contributes to the broader objective of establishing 56 functional chiefdom-level governance structures to coordinate the implementation of jurisdictional emissions reduction activities under signed Community Emissions Reduction Programme Agreements CERPAs, ensuring adherence to performance plans.
Looking ahead, similar community sensitisation meetings and CERCC elections were conducted, with the committee presented to His Royal Highness Chief Mshawa for formal endorsement.
This progress underscores the vital role of traditional leadership and community participation in advancing sustainable landscape management and climate resilience.
